i think its not normal for opposite sex friends to always do 'stuff' when they hang out.

if he ssays he can't have a relationship-that means he doesn't want to. Just tell him you'd prefer to be friends-dont mention anything about 'unless you're able to have a relationship' because he'll play with you then. Hook ups i think are stupid and turn people into sluts.
